About FSPHP
The FSPHP’s mission is to support physician health programs in improving the health of medical professionals, thereby contributing to quality patient care. Our entire conference is centered on this mission and the purpose to provide a forum for education and exchange of information among state physician health programs; to develop common objectives and goals; to develop guidelines; to enhance awareness of issues related to physician health and impairment; to provide advocacy for physicians and their health issues at local, state, and national levels; and to assist state programs in their quest to protect the public.

Mania, Medicine, and Mirandas: A Doctor’s Story of Bipolar Disorder and Recovery

This is a ticketed event at a cost of $125 per person.

Dr. Wirt (Andy) Hines is a dermatologist who runs a private practice in Anacortes, Washington, specializing in medical, surgical, and aesthetic dermatology. He holds double-board certifications in Micrographic Dermatologic Surgery and Medical Dermatology. Dr. Hines earned both an M.D. and a Ph.D. in Human Genetics from the University of Utah, where he focused on molecular biology and gene transcription. He has authored scientific publications on topics such as melanoma vaccines, infectious diseases, cardiomyopathy, and gene transcription, with this research supported by the Howard Hughes Medical Institute, the American Heart Association, and the Dee Foundation. Beyond his practice, Dr. Hines contributes to the medical community by serving as a clinical instructor for Seattle University, training ARNP students in dermatology, holds the position of Vice President of the Skagit and Island Counties Medical Society, a Voting Delegate for the Washington State Medical Association, and past-president of the National Alliance on Mental Illness (NAMI) in Skagit County.   

At this session, Dr. Hines shares his deeply personal journey navigating bipolar disorder, life-altering legal challenges, and the path to professional and personal redemption. He highlights the critical role of physician wellness programs, mental health support, and resilience, from both a structured recovery and accountability standpoint.  Attendees will gain a deeper understanding of bipolar disorder’s impact on high-stress professionals and the importance of reducing stigma to foster compassionate care and holistic well-being in physician health programs.

Session objectives:

1.) Recognize the Clinical Presentation and Diagnosis of Bipolar Disorder:
including the key symptoms and diagnostic criteria, including manic, hypomanic, and depressive episodes, with a focus on early recognition in high-stress professional populations. 

2.) Understand the Impact of Bipolar Disorder on Professional and Personal Life: and the unique challenges faced by physicians with bipolar disorder, including impaired judgment during manic episodes, professional repercussions, and the stigma associated with mental illness.

3.) Recognize the Interplay Between Bipolar Disorder and Impulsive Behaviors:
and the connection between manic episodes and behaviors such as hypersexuality, risky decision-making, interpersonal conflicts, and their potential legal and ethical implications.

4.) Understand Legal and Ethical Considerations for Physicians with Mental Illness:
Recognize the intersection of mental illness, professional accountability, and legal systems, and navigate these challenges while preserving the physician’s ability to practice medicine.

A separate fee applies to the Friday evening dinner event with Wirt (Andy) Hines PhD, MD.

All cancellations must be received in writing. Please see below for the cancellation schedule:

  • Received by January 31, 2025 - full refund less than a $50 processing fee
  • Received February 1-28, 2025 - 50% refund less a $50 processing fee
  • No refunds after March 1, 2025 

Reservation of Right to Make Changes
Any matters not specifically covered herein are subject to decision by the FSPHP Board and the Program Planning Committee. FSPHP reserves the right to make such changes, amendments, and additions to these rules as it considers advisable for the proper conduct of the conference with the provision that all attendees will be advised of any changes to registration details.
